Does the Mayor of a Big City need to be Black?

Here's an article from the Black Agenda Report that offers some challenging ideas for voters in Chicago and other cities with large minority populations.

Here's an essay titled "No General Goes to War without a Map" . To me, we need effective leaders, who can distribute needed resources and support to all of the neighborhoods of a city, based on where they are most needed. Being such a leader is not dependent on race, sex, or religious affiliation.
